BOARD OF ALDERMEN MEETING MINUTES
NOVEMBER 28, 2005
The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor Jerry B Thornton Monday, November 28, 2005 at 7:00 pm at the Community Building at the City Park on North Union Street. Present were as follows:

PUBLIC PARTICIPATION
1. Mrs. Flo Howard requested the Board pay an ordinance disallowing parking on Cherry Street within 50 feet of the intersection with N Howard Street; and disallowing parking on N Howard Street within 50 feet of East Broadway. Mrs. Howard noted that the trailer parked on Cherry Street still had not been moved.
BUSINESS MEETING
2. Alderwoman Megas moved to approve the Minutes of November 14, 2005. Alderman Frevert seconded the motion. Five aye votes. No nay votes. Motion carried.
3. Alderman Nowlin moved to approve the bills of November 28, 2005. Alderman Banks seconded the motion. Five aye votes. No nay votes. Motion carried.
4. Alderman James moved to approve the digital preservation of 1917 Sanborn map donated to the city by Walter Banks for a cost of $160.00. Alderwoman Megas seconded the motion. Five aye votes. No nay votes. Motion carried.
5. The City Administrator will review the request from Otis & Sons Trash Hauling Service to determine if the 50 cents per customer surcharge on the water/sewer bills is intended to reference unleaded gasoline or diesel fuel.
Board members were contacted by phone Tuesday, November 29, 2005 by the City Clerk to obtain their “intent” when voting to authorize the surcharge. With a majority of the members (five of six) indicating their intent was for whatever fuel Otis & Sons uses in their trash trucks, the surcharge will remain on the water/sewer bills unless the cost of diesel fuel is $2.00 or lower per gallon retail on the day the water/sewer bills are generated by the City Collector.
6. Alderman James opened discussion of Mrs. Howard’s concern for the location of the trailer near Cherry Street intersection and no parking suggestions. The members agreed that the City Administrator should write a letter to the owner of the trailer, Mrs. Charlann Peavler if the trailer has not been moved by December 1st. Rob Harvey offered to contact Mrs. Peavler and help her move it on his own time, if she would release him from any liability.
7. City Services Director Harvey advised the Board that ARBY Construction, working form AmerenUE replacing natural gas mains throughout the city, will be in town through the month of December. There was discussion of how AmerenUE intends to be available for relighting pilot lights. There was concern voiced for homeowners that are out of town during the day and do not return home until evening hours. The City Administrator and City Collector will prepare a list of vacant locations for AmerenUE.
8. Alderman Banks moved to adjourn. Alderwoman Megas seconded the motion. Five aye votes. No nay votes. Motion carried. Meeting adjourned.
