BOARD OF ALDERMEN MEETING MINUTES
MARCH 13, 2006


The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor Jerry B Thornton Monday, March 13, 2006 at 7:00 PM at 132 East Broadway, New Franklin, Missouri. Present were as follows:

1. After hearing from Mr. Harry Clay regarding the courtesy letter he received from the City to remove debris and derelict vehicle, the Mayor granted Mr. Clay a thirty (30) day extension from today's date.

2. Alderman Banks moved to approve the Minutes of February 27, 2006. Alderwoman Heilman seconded the motion. Five aye votes. No nay votes. Motion carried.

3. Alderman Banks moved to accept and pay the bills of March 13, 2006. Alderwoman Megas seconded the motion. Five aye votes. No nay votes. Motion carried.

4. Alderwoman Heilman moved to have the first reading, by title only, of Bill No. 06-04, AN ORDINANCE TO AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF NEW FRANKLIN AND THE HOWARD COUNTY COMMISSION PROVIDING FOR GEOGRAPHIC INFORMATION SYSTEM (GIS) DATA SHARING. Alderman Banks seconded the motion.

After the first reading, Alderwoman Megas moved to approve the first reading and have the second reading, by title only, of Bill No. 06-04. Alderwoman Heilman seconded the motion.

After the second reading, Alderwoman Heilman moved to approve the second reading and have the third reading, by title only, of Bill No. 06-04. Alderman Banks seconded the motion.

After the third reading, Alderwoman Megas moved to approve the third reading and pass Bill No. 06-04 into Ordinance #703. Alderwoman Heilman seconded the motion.

5. Alderman Banks moved to have the first reading, by title only, of Bill No. 06-05, AN ORDINANCE AUTHORIZING THE APPROVAL OF A SUBDIVISION PLAT FOR PECORA ADDTION. Alderwoman Heilman seconded the motion.

After the first reading, Alderwoman Banks moved to approve the first reading and have the second reading, by title only, of Bill No. 06-05. Alderman James seconded the motion.

After the second reading, Alderman Banks moved to approve the second reading and have the third reading, by title only, of Bill No. 06-05. Alderwoman Heilman seconded the motion.

After the third reading, Alderwoman Heilman moved to approve the third reading and pass Bill No. 06-05 into Ordinance #704. Alderman Frevert seconded the motion.

6. Alderwoman Megas moved to approve the transfer of $243.99 from Police Savings to the general checking account for the Fingerprinting supplies. Alderwoman Heilman seconded the motion. Five aye votes. No nay votes. Motion carried.

7. Alderwoman Heilman thanked the Police Department and the Fire Department for their response to the severe weather and tornado warnings experienced Sunday, March 12, 2006.

8. Alderman Frevert moved to inspect all properties in the city limits, beginning with the Board members properties for violations to the debris and junk vehicle ordinances. There was no second to the motion.

9. City Services Director Harvey reported the warning siren behind City Hall did not work during the storm, but it is being repaired. A manual switch has been temporarily installed.

10. The street light pole at South Howard and East Broadway was broken during the storm. An insurance claim is being filed, although the street lights are not itemized on the City's property. It is still unknown if insurance will cover the loss.

11. Alderman Banks moved to adjourn to closed session, pursuant to Chapter 621.021, (subsection 3 of the Revised Statutes of the State of Missouri). Alderman Frevert seconded the motion.

12. Immediately following the closed session, Mayor Thornton reconvened an open meeting of the Board. Present were as follows:

Mayor Thornton, Alderwoman Heilman, Alderman Banks, Alderman James, Alderman Frevert, Alderwoman Megas, City Administrator/Clerk Cunningham, City Services Director Harvey, and City Attorney Robinson.

13. Alderman James moved to accept the resignation of Gary Grant effective March 17, 2006. Alderman Banks seconded the motion. Five aye votes. No nay votes. Motion carried.

14. Alderwoman Heilman moved to adjourn. Alderwoman Megas seconded the motion. Five aye votes. No nay votes. Meeting adjourned.
