BOARD OF ALDERMEN MEETING MINUTES
MARCH 27, 2006


The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor Jerry B Thornton Monday, March 27, 2006 at 7:00 PM at 132 East Broadway, New Franklin, Missouri. Present were as follows:

Jerry Nowlin, Ward I John James, Ward II
Melissa Megas, Ward II Walt Banks, Ward III
Frank Frevert, Ward III Gregory P Robinson, City Atty.
Patricia Cunningham, Admin/Clerk Robbey Harvey, City Serv. Dir.
Officer Stacy Brown Shirley James

Absent: Chief of Police Charles Lusby

1. Flag Design Work Session - Frank Frevert agreed to meet with the art teachers at the New Franklin Public Schools; and to discuss with the school superintendent using funds from the Barbara Frevert Memorial Fund as a prize for winning flag design.

2. 7:00 pm - Mayor Thornton called to order the regular meeting of the Board of Aldermen.

3. Alderwoman Heilman moved to approve the Minutes of March 13, 2006. Alderwoman Megas seconded the motion. Six aye votes. No nay votes. Motion carried.

4. Alderman Banks moved to approve the Bills of March 27, 2006. Alderman James seconded the motion. Six aye votes. No nay votes. Motion carried.

5. Alderwoman Heilman moved to authorize the transfer of $370.90 from Police Department savings to the general checking account for the purchase of the camera. Alderwoman Megas seconded the motion. Six aye votes. No nay votes. Motion carried.

6. Alderwoman Heilman moved to authorize the transfer of $1250.00 from Police Department savings to the general checking account for the quarterly contribution to the Mid Missouri Drug Task Force. Alderwoman Megas seconded the motion. Five aye votes: Heilman, Megas, Nowlin, Frevert, James. One nay votes: Banks. Motion carried.

7. The City Administrator will invite the Mid Missouri Regional Planning Commission to review and begin the process of a comprehensive plan for the city.

8. Logo and lettering options for the brick wall at the Broadway - Highway 5 intersection will be reviewed at the next meeting.

9. Alderman Banks asked about the status of the swim club and the swimming pool. Administrator Cunningham said the swim club had made no further contact with the city after the city declined to assume ownership on the swim clubs terms last year.

10. The new street light has been ordered but has not arrived yet. An insurance claim will be filled when all the expenses of replacing the street light have been totaled.

11. Alderwoman Heilman moved to adjourn to closed session, pursuant to Chapter 621.021, (subsection 3 of the Revised Statutes of the State of Missouri). Alderman Banks seconded the motion.
