The regular meeting of the New Franklin Board of Aldermen was called to order
by Mayor Jerry B Thornton Monday, May 22, 2006 at 7:00 PM. Present were as follows:

1. At 6:00 PM the Board of Alderman met in work session with Dr. Gene Garret, Ph.D., Director, MU Center for Agroforestry, Ray Glendening, Horticulture and Agroforestry Farm Manager; Nancy Bishop, Horticulture and Agrofrestry Farm; and JoAnn Dendt, Department of Economic Development. Dr. Garrett explained his efforts to store the Hickman House, located on the University Farm west of New Franklin; and asked for the Board of Aldermen to consider applying for a Community Development Block Grant for $250,000 as a partner with the University. If successful, the grant would be awarded to the City and the funds would be administered by the City or it's agent. Mr. Ed Seigmund, Mid Missouri Regional Planning Director said the MMRPC would write the grant and do the Environmental Review. The University would stand all costs associated with the grant application. This application would not keep the city from applying for another Block Grant, as long as the project is completed within two years from the date it is awarded. No Low to Moderate Income (LMI) surveys would be required because the grant is being filed in the "blighted" category.
2. 7:00 PM - Mayor Thornton called the business meeting to order.
3. Alderman Nowlin moved to approve the Minutes of May 8, 2006. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.
4. Alderman Banks moved to approve the Bills of May 22, 2006. Alderman Thompson seconded the motion. Six aye votes. No nay votes. Motion carried.
5. Mayor Thornton read in it's entirety Resolution 05.22.06, Appointing the City Clerk as the Authorized Representative in the Public Assistance application and receipt of funds from FEMA/SEMA for city losses and expenses. Alderwoman Heilman moved to accept the resolution. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried.
6. Alderwoman Heilman moved to authorize the City Clerk to transfer all the funds in the Prime Money Market Account at the Exchange Bank of New Franklin to an 18 month CD on June 1, 2006. Alderman James seconded the motion. Six aye votes. No nay votes. Motion carried.
7. Alderwoman Heilman moved to allow Mr. Mark O'Bryan to connect to Consolidated Public Water Supply District #1 for water supply, should he purchase the 5+ acre lot for sale by Karen Pecora on Stagecoach Road. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried.
8. Alderman McGee moved to approve the immediate re-hire of Bill Jenks as animal control officer at a rate of pay of $50.00 per week and $15.00 for each animal impounded. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.
9. The annual Pet Clinic will be at the Fire Station on North Highway 5 from 9 to 10 am June 10th.
10. Alderman Banks moved to approve an additional $100.00 to Otis and Sons for Spring Clean-up. Alderman James seconded the motion. Voting aye: Banks, James, Heilman. Voting nay: Nowlin, McGee, Thompson. Mayor Thornton vote: aye. Motion carries.
11. Alderman Banks moved to apply for a Community Development Block Grant for $250,000 and for the Mid MO Regional Planning Commission to write the application. Alderman McGee seconded the motion. Six aye votes. No nay votes. Motion carried.
12. Alderwoman Heilman moved to adjourn. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried. Meeting adjourned.
