BOARD OF ALDERMEN MEETING MINUTES
JUNE 26, 2006

The regular meeting of the New Franklin Board of Aldermen was called to order Monday June 26, 2006 at 7:00 pm by Mayor Jerry B Thornton at 132 East Broadway, New Franklin, Missouri. Present were as follows:

1. Public Participation: Mr. Tim Baker thanked the City Services staff for its assistance when Arby Construction damaged his house during the gas line exchange project earlier this year. Mr. Baker also asked the Board to consider establishing a policy and procedure for subcontractors of utility companies that do work in New Franklin.

2. Roll was taken. A quorum established.

3. Alderwoman Heilman moved to approve the Minutes of June 12, 2006. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried.

4. Alderman Banks moved to approve the bills of June 26, 2006. Alderman James seconded the motion. Six aye votes. No nay votes. Motion carried.

5. Alderwoman Heilman moved to have the first reading by title only of Bill #06-07, AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE CITY OF NEW FRANKLIN, MISSOURI FOR THE FISCAL YEAR BEGINNING JULY 1, 2006 AND APPROPRIATING FUNDS PURSUANT THERETO. Alderman Banks seconded the motion.

After the first reading, Alderwoman Heilman moved to approve the first reading and have the second reading by title only of Bill#06-07. Alderman McGee seconded the motion.

After the second reading, Alderman Banks moved to approve the second reading and pass Bill #06-07 into Ordinance # 706. Alderman James seconded the motion.

6. Alderman Banks moved to have the first reading by title only of Bill #06-08, AN ORDINANCE AMENDING SECTION 230.120 OF THE REVISED ORDINANCES OF THE CITY OF NEW FRANKLIN, MISSOURI. Alderwoman Heilman seconded the motion.

After the first reading, Alderwoman Heilman moved to approve the first reading and have the second reading by title only of Bill #06-08. Alderman Nowlin seconded the motion.

After the second reading, Alderman Banks moved to approve the second reading and have the third reading by title only of Bill#06-08. Alderman Heilman seconded the motion.

After the third reading, Alderman Banks moved to approve the third reading and pass Bill #06-08 into Ordinance # 707. Alderman McGee seconded the motion.

7. Alderman James moved to approve the sponsorship of the New Franklin High School Athletic calendar for 2006. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.

8. Alderwoman Heilman announced that the Santa Fe Trail Day Planning Committee is meeting Wednesday, June 28th at 7:30 pm at the Historical Society Museum.

9. Alderwoman Heilman moved to authorize the Chief of Police to purchase a new portable radio. Alderman James seconded the motion. Six aye votes. No nay votes. Motion carried.

10. Chief Lusby stated that the radio in the Crown Victoria is being repaired again. The radio will receive but not transmit. Chief Lusby also advised that he will be looking at the cost of replacing the 2003 Crown Victoria with trade-in within the next few months; and replacing the radio equipment at the same time.

11. City Services Director Harvey advised that the wiring on the lights on the Santa Fe Trail Rock will be replaced, so the lights will be out for a few days.

12. City Services Director Harvey has one estimate on paving the 100 block of East Broadway and the 100 block of East Mechanic St. Alderman Thompson advised that the city should check with MoDOT if a permit is required for work to be done at the intersection of Route P and State Route 5. The City Clerk will prepare the bid solicitation letters.

13. Alderman Thompson moved to adjourn to closed session pursuant to Chapter 610.021, paragraph (2), real estate. Alderman James seconded the motion.
