BOARD OF ALDERMEN MEETING MINUTES
AUGUST 14, 2006


The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor Jerry B Thornton Monday, August 14, 2006 at 7:00 PM at 132 East Broadway, New Franklin, Missouri. Present were as follows:

1. Alderwoman Heilman moved to approve the Minutes of July 24, 2006. Alderman Nowlin seconded the motion. Six aye votes. No nay votes. Motion carried.

2. Alderman Banks moved to approve the Bills of August 14, 2006. Alderman McGee seconded the motion. Six aye votes. No nay votes. Motion carried.

3. Alderman Thompson moved to approve a Beer Garden for Santa Fe Trail Days, from Friday, September 15, 2006 5:00 PM to 12 Midnight, Saturday, September 16, 2006 after the conclusion of the parade until 12 Midnight. Alderman James seconded the motion. Six voting aye. No nay votes. Motion carried.

4. Alderwoman Heilman moved to approve the transfer of $1660.00 from police savings to the checking account for police department payroll - unpaid vacation of Charles Lusby. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried.

5. Alderman Thompson moved to approve the transfer of funds from water/sewer savings to checking in the amount of $11,726.25 for a 2005 bond payment. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried.

6. Alderwoman Heilman moved to approve the transfer of $1000 from water savings to checking account for autocon board repairs in the water treatment plant. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried.

7. Alderman McGee asked the Boards permission to complete April through July, 2006 crime reports and file them with the Department of Public Safety. Alderman Nowlin moved to approve. Alderwoman Heilman seconded the motion. Voting aye: Nowlin, Heilman, Banks, James, Thompson. Abstain: McGee. Motion carried.

8. Alderman Thompson asked the City Clerk to check with the City Attorney on the regulations concerning the resale of city property that was originally purchased from State Surplus Properties.

9. Alderman James moved to authorize mosquito fogging for the City of Franklin at a cost of $50.00 per fogging. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.

10. Mayor Thornton addressed the Board concerning the future of Stagecoach Road. Dust control, type of surfacing, and financing were discussed. More information will be gathered on a Transportation Development District (TDD) and on dust control options.

11. Alderwoman Heilman moved to approve the purchase and installation of a new radio console, back lights and wiring harness for police car #713, costing $490, excluding wiring harness and installation labor. Alderman Nowlin seconded the motion. Six aye votes. No nay votes. Motion carried.

12. United Methodist Men's Fellowship of Boonville and the Boonville Correctional Center will do a community service project in New Franklin City Park the week of September 11th through September 15th. They will be constructing a restroom near Shelter #2, replacing the gate to the softball field, and building an enclosure for the community building trash receptacle.

13. Mayor Thornton advised the Board that Richard Megas has resigned from the Police Board. The Mayor will appoint a citizen to the Police Board at the next regular meeting.

14. City Services Director Harvey presented bids from APAC- Missouri, Inc. and Marshall Paving Co. for the 100 block of East Broadway and the 100 block of East Mechanic St. Alderman Banks moved to accept the APAC-Missouri bid of $46,902.50 and rejected the bid from Marshall Paving of $49,158.50. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.

15. Mr. Harvey presented the following bids for a seven-foot brushhog:
Sydenstricker - $2754.00
Carl Morrison - $2860.40
Henderson Implement - $2845.00
Crown Equipment - $2980.00
Alderman James moved to accept the bid from Sydenstricker. Alderwoman Heilman seconded the motion. Voting aye: James, Heilman, Banks, McGee, Thompson. Voting nay: Nowlin. Motion carried.

16. Alderman Nowlin moved to accept the following high bids on city equipment for sale:
Rhino brush hog - $628.53 - Jeff Kinder
Ford brush hog - $200.00 - Sydenstricker
1997 Finish Mower - $250.00 - Sydenstricker
Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried.

17. Alderman Thompson informed the Board that the Circuit Court is being petitioned to accept a slate of officers for the New Franklin Swim Club.

18. Alderman McGee moved to adjourn. Alderman Banks seconded the motion. Six aye votes. No nay votes. Meeting adjourned.
