BOARD OF ALDERMEN MEETING MINUTES
AUGUST 28, 2006


The regular meeting of the New Franklin Board of Aldermen was called to order Monday, August 28, 2006 at 7:15 PM at 132 E Broadway, New Franklin, Missouri. Present were as follows:

1. Alderwoman Heilman moved to amend the agenda to include discussion of funding the surfacing of Stagecoach Road. Alderman McGee seconded the motion. Six aye votes. No nay votes. Motion carried.

2. Alderman Nowlin moved to approve the Minutes of August 14, 2006. There was discussion of an omitted item. No second to the motion. Alderman Nowlin withdrew his motion.

3. Alderman Thompson moved to postpone the approval of the Minutes until the September 11, 2006 Board meeting. Alderman Nowlin seconded the motion. Six aye votes. No nay votes. Motion carried.

4. Alderman Banks moved to approve the bills of August 28, 2006. Alderman Thompson seconded the motion. Discussion: explanation of bill to Clyde Stewart for backhoe was explained by the City Services Director Rob Harvey. Water distribution problem at 118 Chancellor was believed to be property owner's responsibility. It was determined that problem was in the city service line and city is responsible for work done by Clyde Stewart and Wooldridge Electrical & Plumbing originally contracted by the property owners. Call for the vote: Six aye votes. No nay votes. Motion carried.

5. Alderman Nowlin moved not to sponsor Fire Station #2 in the 1033 Benevolent Fund golf tournament with public funds. Alderman Thompson seconded the motion. Five aye votes: Nowlin, Thompson, Banks, McGee, Heilman. One nay vote: James. Motion carried.

6. Alderwoman Heilman moved to authorize the City Administrator to research the eligibility of surfacing Stagecoach Road through a MoDOT Transportation Enhancement Project or any other funding sources available. Alderman McGee seconded the motion. Six aye votes. No nay votes. Motion carried.

7. Alderman Thompson moved to authorize the City Services Department, with the assistance of Howard County road personnel, to open the drainage ditches and address the crowns on Stagecoach Road and N Union through the City Park; and further, to clean out storm drainage ditches along streets and alleys throughout the city. Alderman Nowlin seconded the motion. Six aye votes. No nay votes. Motion carried.

Citizens will be given advance notice when work is being done on their streets and or alleys.

8. Alderman Nowlin asked the city service department to put fill rock around the manhole in the alley between N Union Street and Chancellor St. The manhole cover is above ground level.

9. Alderman Banks asked city service department to check the leaking of fire hydrant on Mokane Street.

10. Alderman Banks expressed concern about the removal of compaign signs without the candidates' permission. City Attorney Robinson stated that persons caught removing signs without permission will be prosecuted.

11. Mayor Thornton offered Mr. Gilbert Gaddis as his appointee to the Police Board. Alderman Thompson so moved. Alderwoman James seconded the motion. Five aye votes: Thompson, James, Banks, McGee, Nowlin. One nay vote: Heilman. Motion carried.

12. The City Administrator was asked by Alderman Nowlin to contact Mr. Frank Frevert to see if he is still pursuing the city flag design project. Mr. Frevert could not be reached.

13. Police Department Report: Chief Wells advised that the Police Department has joined the MO Police Chief's Association which allows officers to obtain online training for P.O.S.T. recertification for $85.00 per year per officer. Mr. Wells has currently completed 20 hours of the required 48 hours necessary for his recertification. Firearms qualifying can now be done with the City of Fayette Police Department at no charge.

14. City Services Department Report: Water storage tower will be cleaned and painted this week. Light bulbs will be replaced in the 100 block of West Broadway. The Community Service Project sponsored by the United Methodist Men's Fellowship of Boonville and the Boonville Correctional Center will begin September 11th. Following Santa Fe Trail Days September 15 and 16, City Services Department will begin working on the storm drainage ditches, Stagecoach Road and N Union Street through the City Park.

15. The Police Board will meet Tuesday, August 29th at 6:00 PM to review applications for Chief of Police.

16. September 5, 2006 the Board of Aldermen will hold a public hearing to hear comments on the proposed tax rate for 2006 of $.06192 per $100 valuation. The Board will hold a special meeting to vote on the tax rate at 7:00 PM the same day.

17. The City Administrator will solicit sample ordinances concerning the housing of livestock within the city limits and provide copies to the Board members prior to the next regular meeting.

18. Alderman Nowlin moved to adjourn to closed session pursuant to Chapter 610.021 (3). Alderman McGee seconded the motion.

Ayes: Nowlin, McGee, Thompson, Heilman, Banks, James.
Nays: None
