The regular session of the New Franklin Board of Aldermen was called to order
by Mayor Jerry B Thornton Monday, September 11, 2006 at 7:00 PM at 132 East
Broadway, New Franklin, Missouri. Present were as follows:

1. There were no changes to the agenda.
2. Alderman Thompson moved to approve the amended Minutes of August 14, 2006. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.
3. Alderwoman Heilman moved to approve the Minutes of August 28, 2006. Alderman Nowlin seconded the motion. Six aye votes. No nay votes. Motion carried.
4. Alderman Banks moved to approve the Minutes of September 5, 2006. Alderman James seconded the motion. Six aye votes. No nay votes. Motion carried.
5. Alderwoman Heilman moved to approve the bills for September 11, 2006. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried. Alderman James asked Mr. Harvey if it would be beneficial for the city to purchase a power washer. Mr. Harvey explained that the cost of the hose to be able to clean the water tower is what makes it cost prohibitive.
6. City Admin/Clerk Cunningham advised the Board that the easement agreement with the Exchange bank for the east side of N Missouri St is being amended and will be brought to the Board's next meeting. The Exchange Bank now owns the building north of the bank and the easement needs to be extended north to Merchant Street.
7. Property addresses were given to the City Admin/Clerk that are in violation of the weed ordinance. It was suggested that the police department also canvas for junk vehicles.
8. Alderman Banks recommended the City Admin/Clerk investigate the cost of an addition to the Welcome Sign at Missouri and Broadway to include the fact that Sara Evans is Country Music Female Vocalist of the Year - 2006. It was noted that the addition of Sara Evans to the Welcome Signs was paid for by donations a few years ago.
9. Stagecoach Road: Alderman Thompson asked the City Admin/Clerk to investigate stormwater grants available from the Department of Natural Resources. The location and depth of the sewer collection main was also discussed. Installation of collection lines for future construction should be considered before permanently paving Stagecoach Road.
10. Alderman James opened discussion of amending livestock regulating ordinances for agricultural and residential zones. The City Admin/Clerk, along with the City Attorney will compile the suggestions made by Board members and bring a first draft to the next regular meeting.
11. City Services Director Harvey reported that the Boonville Correctional Center Community Service Project is underway and preparations are being made for Santa Fe Trail Days September 15 and 16.
12. Interim Chief Wells reported that he has reserves scheduled for Santa Fe Trail Days.
13. Alderman Thompson suggested that the City not ask the school or senior housing to pay for extra mosquito fogging. The City Admin/Clerk reported that the senior housing board was not interested having extra fogging done on their property but the R-1 School was interested, but not until next year. There was discussion but no action taken by the Board.
14. Alderman Banks moved to adjourn to closed session pursuant to Chapter 610.021, subsection 3 of the Revised Missouri Statutes, personnel. Alderman McGee seconded the motion.
