The regular meeting of the New Franklin Board of Aldermen was called to order
by Mayor Jerry B Thornton Monday, September 25, 2006 at 7:00 pm at 132 E Broadway,
New Franklin, Missouri. Present were as follows:

1. Alderwoman Heilman moved to approve the amended agenda to include discussion of computer purchases and funds transfers. Alderman Nowlin seconded the motion. Six aye votes. No nay votes. Motion carried.
2. Alderman Thompson moved to approve the Minutes of September 11, 2006. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.
3. Alderman Nowlin moved to approve the bills for September 25, 2006. Alderman James seconded the motion. Six aye votes. No nay votes. Motion carried.
4. Alderman Banks moved to approve the transfer of $992.79 from Police Department Savings to the general checking account for 3rd quarter expenses. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.
5. Alderwoman Heilman moved to approve the purchase of a desktop computer for the City Collector and a notebook computer for the City Services Director from Micro Center, Overland Park, KS for $639.00 and $955.00 respectively. Alderman McGee seconded the motion. Six aye votes. No nay votes. Motion carried.
6. Alderwoman Heilman moved to have the reading of Resolution 09.25.06, A RESOLUTION OF THE CITY OF NEW FRANKLIN, MISSOURI AGREEING TO EXTEND THE GROUND LEASE WITH THE EXCHANGE BANK OF NEW FRANKLIN, MISSOURI ANDAUTHORIZING THE MAYOR TO SIGN AN ADDENDUM TO THE GROUND LEASE AGREEMENT WITH THE EXCHANGE BANK OF NEW FRANKLIN, MISSOURI. Alderman James seconded the motion. Six aye votes. No nay votes. Motion carried.
7. Alderman Banks moved to approve Resolution 09.25.06. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.
8. Alderman Thompson moved to authorize the City Administrator to write a Mo State Parks Outdoor Recreation Grant application for renovation of the New Franklin Swim Club pool, which includes the gifting of the pool to city as part of the city's required grant match. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.
9. In new business discussion, locations of curbs and gutters and storm drains that need to be cleaned were listed. It was determined that the street sweeper should be fixed or sold. The City of Boonville street department will be approached about cleaning our streets one time and for what fee. Stop signs replacements will resume this week.
10. A more uniform and systematic means of determining and notifying residents in violation of the property maintenance codes was discussed but no action was taken by the Board.
11. Alderman McGee moved to authorize the interviewing and hiring of a fulltime police officer. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.
12. Alderman McGee moved to adjourn. Alderman Banks seconded the motion. Six aye votes. No nay votes. Meeting adjourned.
13. No Closed Session of the Board was held.
