The Regular meeting of the New Franklin Board of Aldermen was called to order
Monday January 22, 2007 at 7:00 pm at 132 East Broadway, New Franklin, Missouri.
Present were as follows:

Absent: City Attorney Gregory P Robinson
1. During Public Participation Holly Wipfler briefly highlighted Ameren programs available, asked for concerns, and explained that rate increases for gas and electricity are currently in open forums. Another Ameren Day at the City Park was discussed. Plans will be developed by the park board and city services.
2. Alderwoman Heilman moved to approve the Minutes of January 8, 2007. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried.
3. Alderman Banks moved to approve the bills of January 22, 2007. Alderman Thompson seconded the motion. Six aye votes. No nay votes. Motion carried.
4. Alderwoman Heilman moved to authorize the Mayor to enter into an agreement with Ameren UE for assistance during a gas emergency. Alderman James seconded the motion. Six aye votes. No nay votes. Motion carried.
5. Solid waste bids were opened by the Mayor. Alderman McGee moved to postpone the selection of solid waste removal until the February 12, 2007 meeting. After review of the bids and discussion of dumpster fees not included in the bid specifications, Alderman McGee withdrew his motion to postpone.
6. Alderman Thompson moved to accept the bid from T-Mac. Motion died for lack of a second.
7. Alderman McGee moved to accept the bid of Otis and Sons Trash Disposal Service.
Alderwoman Heilman seconded the motion.

Motion carried.
8. Budget review meeting was set for February 12, 2007 at 6:00 p.m.
9. Alderman McGee moved to have a bill written disallowing the use and possession
of drug paraphernalia. Alderwoman Heilman seconded the motion.

James - aye Thompson - aye
Motion carried.
10. Chief Wells asked the Board for approval to commission two non-compensated officers. Board asked the City Administrator to research insurance liability, workers' compensation, and affect of number of department personnel allowed (compensated and non-compensated).
11. Mayor Thornton presented the following for appointments to committees:
Duane Drane - Police Board Betty Elder - Police Board
Kelly Rackley - Park Committee
Alderwoman Heilman moved to accept the appointees. Alderman James seconded the
motion. Six aye votes. No nay votes. Motion carried.
12. City Services Director Harvey asked the Board whether or not to proceed with the re-ditching and surfacing of Stagecoach Road. Alderman Nowlin moved to proceed. Alderman McGee seconded the motion. Six aye votes. No nay votes. Motion carried. Work will begin late February to early March.
13. After researching the ordinances of the City, Alderwoman Heilman reported that Special Tax Assessment Districts were established and residents were taxed to pay for initial paving of the streets of New Franklin. Once paved, the city assumed responsibility of maintenance. The tax was based on street frontage footage. Mayor Thornton will contact Mr. Cary Lang, the designated representative for the residents of Stagecoach Road to advise him of the research results. Alderman James thanked Alderwoman Heilman for her due diligence researching the ordinances.
14. City Services Director Harvey advised the board that the recent snow and ice storms took a toll on snow removal equipment. Repairs to equipment and vehicles are necessary.
15. Alderman McGee moved to adjourn to closed session, pursuant to Chapter
610.021 (3). Alderwoman Heilman seconded the motion.
