The work session of the New Franklin Board of Aldermen was called to order Monday,
April 23, 2007 at 6:00 pm at 132 East Broadway, New Franklin, Missouri. Present
were as follows:

Members of the Howard County Public Water Supply District #1 Board of Directors
1. City Services Director Harvey shared New Franklin Board members opinions
of the options presented. Options 3A-#3C, purchasing water from Clarence Cannon
are not attractive. The distance is too far and the possibility of contamination
before it reaches south Howard County were concerns voiced by Board members.
2. Discussion centered on a variation of Option #2A - construction of a treatment
plant in South Howard County and pumping the water to Fayette. This option was
calculated on the assumption that Glasgow and HCPWSD #2 would not participate.
3. The variation discussed included using the existing floodwall at the New
Franklin treatment plant as a base for a new treatment plant. Existing wells
of both New Franklin and Howard County #1 would be used as backup supply. A
single well would be added, not two. Existing transmission lines could be utilized.
All of these variations would lower the costs in Option 2A.
4. Both New Franklin and Howard Co #1 could continue to operate separately for
another 5 to maybe 10 years; making upgrades and modifications as DNR and EPA
requires. The City of Fayette has a more immediate need to switch to ground
water and replace their treatment plant. Quantity of water produced and available
in southern Howard County to meet the projected growth is more than adequate
at the present time. Improving the quality of the water, at an affordable cost,
is why regionalization is being considered at this time.
5. Another meeting will be scheduled between HCPWSD #1 and New Franklin; and
Fayette will be invited.
The regular meeting of the Board of Aldermen was called to order by Mayor Jerry B Thornton Monday, April 23, 2007 at 7:00 pm at 132 East Broadway, New Franklin, Missouri. Present were as follows:

1. Alderman Thompson moved to approve the Minutes of April 9, 2007. Alderman McGee seconded the motion. Five aye votes. No nay votes. Motion carried.
2. Alderman Nowlin moved to approve the Bills of April 23, 2007. Alderman James seconded the motion. Five aye votes. No nay votes. Motion carried.
3. Alderwoman Heilman moved to approve the revised Public Participation Policy. Alderman Thompson seconded the motion. Five aye votes. No nay votes. Motion carried. (Signed for approval and filed with original ordinances).
4. Alderwoman Heilman moved to authorize the Police Department to apply for interoperable Communication Grant Program funding in the amount of $12,504.20. Alderman James seconded the motion. Five aye votes. No nay votes. Motion carried.
5. The tallied results from the Comprehensive Planning session of April 16th were reviewed. It was agreed that everyone in attendance should receive a copy of the results via ground mail or e-mail. A follow-up meeting will be scheduled.
6. Mr. Wade Thompson will be sent a letter of thanks for the use of his road grader.
7. The city was asked to waive the community building rental fee for a fund raiser dance for a local cancer patient. After advice from the city attorney against donating a public facility for a private fund raiser, the board took no action. The person requesting the waiver will be contacted.
8. A thank you letter will be sent to Mr. Duane Drane for providing the CPR/AED training to city police officers and interested citizens.
9. Alderman McGee moved to adjourn. Alderman James seconded the motion. Five aye votes. No nay votes. Motion carried.
