BOARD OF ALDERMEN MEETING MINUTES
JUNE 11, 2007

The regular meeting of the New Franklin Board of Aldermen was called to order Monday June 11, 2007 at 7:00 pm at 132 East Broadway, New Franklin, Missouri. Present were as follows:

1. After the Pledge of Allegiance and a moment of silent prayer, Travis Hundley gave a status report on the Friends of South Howard County Community Pool. Attendance has been 30 or more each day. The budget is tight, but doing well.

2. Vernon and Bonnie Ivy addressed the Board to ask why the city's insurance denied their claim of damages. Mayor Frevert said the city would ask for clarification from the insurance company.

3. Alderman Nowlin moved to approve the Bills of May 28, 2007. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.

4. Alderwoman Heilman moved to approve the Bills of June 11, 2007. Alderman Banks seconded the motion. Six aye votes. No nay votes. Motion carried.

5. Alderman Thompson moved to renew the water supply well lease/purchase agreement with Exchange Bank of New Franklin and to continue paying $1040.17 per month. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.

6. In new business - Alderman James asked City Services Director Harvey to present estimates for structural repairs and ADA entrance to the Board Room (132 E Broadway).

7. Alderman James suggested and Board members agreed that a thank you and certificate of appreciation be presented to out-going Mayor Jerry B Thornton.

8. Board members encouraged City Services to begin the approved work to Stagecoach Road as soon as possible. Alderman Thompson moved to authorize The City Services Director and the Mayor to determine which culverts would be replaced and which culverts were in good condition and would not be replaced. Alderwoman Heilman seconded the motion. Six aye votes. No nay votes. Motion carried.

9. Alderman Heilman informed the Board that the Santa Fe Trail Day Committee will meet Wednesday June 13 at 7:00 pm in the Board Room.

10. Alderman McGee asked City Services to raise the speed limit sign in the 100 block of N Missouri to standard height and to see what can be done to replace the railing on Clifton Heights Circle (just north of West Broadway at the city limit), and to clean out the limbs and trash at the same location. Alderman Thompson said he would see if MoDOT had any used guard railing. It was also suggested a No Dumping Sign be posted at that location and guard rail be installed on the east side of the road across from the pond spillway in the city park.

11. Alderman Thompson moved to authorize the City Admin/clerk to research options for selling the street sweeper, i.e., govedeals.com. Alderman Nowlin seconded the motion. Six aye votes. No nay votes. Motion carried.

12. In old business it was agreed that a chain link fence would be installed on three sides of the park spillway; and that the north and south fences would extend into the water.

13. Reminder - Comprehensive Planning Meeting June 21st in the Board Room. Reminders will be sent by mail and/or e-mail.

14. Attempts to reach Capitol Monument about repairing the plaque at the Veteran's Memorial have not been successful, but the City Admin/Clerk and City Services Director will keep trying.

15. Alderwoman Heilman moved to approve the Minutes of May 14, 2007. Alderman Thompson seconded the motion. Six aye votes. No nay votes. Motion carried.

16. Chief of Police Wells reported that car 713 was having a radiator fan replaced.

17. Mr. Brian Hazlett has requested a volunteer reserve position with the Police Department. Alderman Thompson moved to postpone a decision until Chief Wells discovers when Mr. Hazlett's current certification expires. Alderman Nowlin seconded the motion. Six aye votes. No nay votes. Motion carried.

18. Alderman McGee moved to adjourn to closed session pursuant to Chapter 610.021, Subsection 3, of the Revised Statutes of the State of Missouri - personnel. Alderman James seconded the motion.

Voting aye: Thompson, James, Heilman, Nowlin, Banks, McGee.
Voting nay: None
