The regular meeting of the New Franklin Board of Aldermen was called to order
by Mayor C Frank Frevert Monday August 27, 2007 at 7:00 pm at 132 East Broadway,
New Franklin, Missouri. Present were as follows:

1. During Public Participation Christy Martin addressed the Board and requested the city assume responsibility of the Santa Fe Trail Days Committee and sanction the Santa Fe Trail Days Committee as an ad hoc committee of the Park Board. Alderman Thompson asked if the Santa Fe Trail Days Committee could still authorize donations of their funds to local Not for Profit organizations. Mr. Robinson explained donations could not be made to non-governmental organizations, such as churches, or private funds or individuals; but could continue to make donations to governmental organizations such as the school.
2. Mayor Frevert asked for the reading of Resolution 08.27.07, A RESOLUTION OF THE CITY OF NEW FRANKLIN, MISSOURI, AUTHORIZING THE SANTA FE TRAIL DAYS COMMITTEE AS AN AD HOC COMMITTEE OF THE PARK BOARD; AND FURTHER TO AUTHORIZE THE CITY OF NEW FRANKLIN TO RECEIVE AND DISBURSE MONIES ON BEHALF OF THAT COMMITTEE. Alderman Banks moved to adopt Resolution 08.27.07. Alderman McGee seconded the motion. Six voting aye. Motion carried.
3. Alderwoman Heilman moved to approve the Minutes of August 13, 2007. Alderman Nowlin seconded the motion. Six voting aye. Motion carried.
4. Alderman Nowlin moved to approve the Bills for August 27, 2007. Alderman Thompson seconded the motion. Six voting aye. Motion carried.
5. Alderwoman Heilman moved to have the first reading of Bill No. 08-27-07,
AN ORDINANCE ESTABLISHING THE RATE OF TAXES TO BE LEVIED ON ALL PROPERTY SUBJECT
TO TAXATION IN THE CITY OF NEW FRANKLIN, MISSOURI FOR THE YEAR 2007. Alderman
Banks seconded the motion.

After the first reading, Alderwoman Heilman moved to accept the first reading
and have the second reading of Bill No. 08-27-07. Alderman Banks seconded the
motion.

After the second reading, Alderman Banks moved to accept the second reading
and adopt Bill No. 08-27-07 into Ordinance #713. Alderman James seconded the
motion.

6. The next meeting of the Comprehensive Planning committee will be either September 20 or September 27.
7. Shirley James submitted her resignation from the Zoning Committee to the Board of Aldermen.
8. Alderman Banks moved to accept the Mayor's appointment of Christy Martin to the Zoning Committee. Alderman Nowlin seconded the motion. Six voting aye. Motion carried.
9. There is one vacancy remaining on the Zoning Committee. The media representatives in attendance were asked by Alderman Thompson to mention the vacancies in their reporting of the meeting.
10. A letter from Otis and Sons Trash Disposal Service announcing their sale to Veolia ES Solid Waste Midwest, LLC effective July 20, 2007.
11. The Zoning Committee submitted its recommendation to grant a variance from RS-1 to RA to 112 Boggs Street. Alderman Banks moved to accept the Zoning Committee recommendation, without contingency, and grant the variance. Alderman Nowlin seconded the motion. Six voting aye. Motion carried.
12. Alderman Thompson moved to close N. Howard Street from Broadway to Mechanic Street Saturday, September 15, 2007 during Santa Fe Trail Days. Alderman Nowlin seconded the motion. Six voting aye. Motion carried.
13. Alderman James asked the City Administrator to contact fuel vendors used by the City - MFA Oil, and Casey's General Store and ask if they purchase American made fuels.
14. Currently, the LMI for New Franklin is 42.5% according to the Department of Economic Development. If the City would seek Block Grant funding for any project, the targeted area would require surveys to meet the 50%.
15. Chief of Police Wells reported that the lettering and detailing of car 713 was done this past week. The purchase order for the grant awarded radios was re-submitted.
16. City Services Director Harvey reported his department has been repairing water leaks and doing maintenance at the wastewater lagoon.
17. Alderman Thompson asked that the large "arrow" sign at Sulphur and Pearl Street be replaced. City Services was also asked to clean Highway 5 gutters of limbs and debris as a result of high winds.
18. Discussion also included asking the citizens living in the 100 block of S Missouri to mow the embankment; warnings be given to citizens throwing grass into the gutters when mowing; and to possibly ask for the use of a street sweeper and operator from the city of Boonville to clean curbs and gutters. Letters requesting that properties be mowed will be sent to the owners of 116 Pearl Street and 116 Chancellor Street. City services was also asked to lay gravel in the alley between Chancellor Street and N Union Street just north of Broadway.
19. Alderman Thompson moved to adjourn. Alderman Nowlin seconded the motion. Six voting aye. Motion carried. Meeting adjourned.
