The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert Monday, September 10, 2007 at 7:00 PM at 132 East Broadway, New Franklin, Missouri. Present were as follows:

Absent: Alderman Ward I Jerry Nowlin, Chief of Police Jason Wells, City Attorney Gregory P Robinson.
1. After Mayor Frevert's call to order, roll call, and the Pledge of Allegiance, Rev. Art Barkey led those in attendance in prayer.
2. In Public Participation, Mr. Barkey asked the city to address the storm water drainage issue in the alley directly west of S Missouri Street. Board members agreed to visit the alley before the next regular meeting.
3. Alderman Heilman moved to approve the Minutes of August 27, 2007. Alderman Banks seconded the motion. Five aye votes. Motion carried.
4. Alderman Banks moved to approve the bills of September 10, 2007. Alderman James seconded the motion. Five aye votes. Motion carried.
5. Alderman Thompson moved to approve the transfer of police savings' funds of $9195.37 for LLETP grant funded radios, if necessary to prevent a cash flow issue. Alderman McGee seconded the motion. Five aye votes. Motion carried.
6. City Services Report: Director Harvey will be mosquito fogging overnight Thursday, September 13, 2007. Employee David Beach is taking water distribution training two days a week and will take the exam in October. East Merchant Street surface has been disrupted numerous times in the last couple of years to repair water leaks. The board may want to consider resurfacing East Merchant in the spring of 2008.
7. The City Administrator/Clerk will deliver packets to board members by hardcopy and via e-mail for the next two regular meetings. Hard copy packets will be delivered by the Police Department on the Friday evening before a Monday Board meeting.
8. The Comprehensive Planning meeting September 20th will continue the discussion of streets and sidewalks and how to fund improvements.
9. Mayor Frevert is still requesting a volunteer to fill a zoning committee vacancy and suggested Jason Murdock.
10. Mayor Frevert advised the Board that the city may have to assume the maintenance of the MKT caboose; similar to the recent incorporation of the Santa Fe Trail Days Committee.
11. Alderman Nowlin arrived.
12. Mrs. Hilda Offineer approached the Board for assistance and explanation of, in her opinion, unusually high water usage since April, 2007. City Services replaced the service line from the main to the meter which noticeably improved water volume. April, May, June, & July usage ranged from 6100 gallons to 9600 gallons. August usage was 2400 gallons. City Services Director Harvey offered to send the water meter to a certified laboratory for testing; at Mrs. Offineer's expense should the test results show a normal working meter. If test results indicate a faulty meter the city would be responsible for the laboratory fees. Board members, Mrs. Offineer, and Mr. Harvey all agreed that an explanation was not immediately evident. Mr. Harvey explained that the meter was read often by city employees and no fault in the meter could be found. It was agreed that city services will continue to monitor the gallons used. Alderman Thompson asked for a one year usage report of gallons used. The City Collector will provide it at the next Board meeting.
13. Alderman McGee moved to adjourn. Alderman Nowlin seconded the motion. Five aye votes. Meeting adjourned.
