The work session of the Board of Aldermen began at 6:30 pm at 132 East Broadway, New Franklin, Missouri. Present were as follows:

1. The Board reviewed various health insurance plans presented by Mr. Bill Rapp. Plans reviewed included 4 Plans of Blue Choice, Mercy Health Plans, and MO Consolidated Health Plans.
BOARD OF ALDERMEN MEETING MINUTES
NOVEMBER 26, 2007
The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert Monday November 26, 2007 at 7:00 PM at 132 East Broadway, New Franklin, Missouri. Present were as follows:

1. Alderwoman Heilman moved to approve the Minutes of November 13, 2007. Alderman Nowlin seconded the motion. Six yea votes. No nay votes. Motion carried.
2. Alderman Thompson moved to approve the bills for November 26, 2007. Alderman McGee seconded the motion. Six yea votes. No nay votes. Motion carried.
3. Mayor Frevert asked the City Clerk to read the letter from Mr. Nathan Chipley, declining the invitation to attend this Board meeting. Two members of the Police Board were in attendance, Duane Drane and Paul Thompson. The Mayor expressed his disappointment that the other members of the board did not attend and that the Police Board, with a vote in closed session, was asking to see a copy of a report given to the Board of Aldermen in closed session on October 22, 2007.
4. Alderman Thompson expressed his dissatisfaction with the Police Board for not keeping the Board of Aldermen advised of their activities outside of their scheduled meetings; but rather, discussing their activities and apparent investigations of police officers with the media.
5. City Administrator/Clerk Cunningham read a letter from Assistant Attorney General Sarah Madden in reference to the records request by Mr. Nathan Chipley.
6. Alderman Banks moved that the Mayor send a letter to the members of the Police Board, requiring their attendance at the December 10, 2007 Board of Aldermen meeting. Alderman Heilman seconded the motion. Yeas: Banks, Heilman, James, Nowlin, Thompson. Nays: McGee. Motion carried.
7. Alderman Thompson moved to have the city attorney draft a bill to be ready for reading at the next meeting of the Board that would abolish the Police Board. Alderwoman Heilman seconded the motion. Yeas: Thompson, Heilman, Nowlin, McGee. Nays: James, Banks. Motion carried.
8. Mayor Frevert instructed Chief Wells to investigate how the police board became aware of the report given to the Board of Aldermen in closed session on October 22, 2007.
9. Alderman Nowlin moved to approve the renewal of the existing health insurance plan for employees for 2008. Alderman McGee seconded the motion. Yeas: Nowlin, McGee, Thompson, James, Heilman. Nays: Banks. Motion carried.
10. Mayor Frevert announced that the Citizen of Year chosen by committee is Mr. Ronald Rackley. Mr. Rackley will be recognized at the Howard County Town & County Event in January at Central Methodist College.
11. Alderwoman Heilman moved to cancel the next regularly scheduled meeting of the Board for December 24, 2007. Alderman Thompson seconded the motion. Six yeas. No nays. Motion carried.
12. Board members discussed further the prospect of bringing the Leiber Brother's Circus to New Franklin in 2008. The City Administrator will contact the Circus to get answers to a number of questions and then report to the Board of Aldermen. Mayor Frevert offered to ask the Lions Club to sponsor the event.
13. Mayor Frevert also advised that the Boonville Police Department will loan a speed control trailer to New Franklin within the next few weeks.
14. Chief Wells reported that he will get no less than three estimates for tires for both patrol vehicles and present to the Board at the next meeting.
15. City Services Director Harvey reported that snow equipment is being prepared for winter. Alderman Thompson offered to check with MoDOT to see if any spreaders or small snow blades are available for sale.
16. Alderman McGee moved to adjourn. Alderman Thompson seconded the motion. Six yeas. No nays. Meeting adjourned.
