The regular meeting of the New Franklin Board of Aldermen was called to order
by Mayor C Frank Frevert Monday February 25, 2008 at 7:00 p.m. at 132 East Broadway,
New Franklin, Missouri. Present were as follows:

1. Alderman Nowlin moved to approve the Minutes of January 28, 2008. Alderman Thompson seconded the motion. Six voting aye. No nay votes. Motion carried.
2. Alderman Banks moved to approve the Bills of February 11, 2008. Alderman Nowlin seconded the motion. Six voting aye. No nay votes. Motion carried.
3. Alderman Banks moved to approve the Bills of February 25, 2008. Alderman James seconded the motion. Six voting aye. No nay votes. Motion carried.
4. Alderwoman Heilman moved to have the first reading by title only of Bill
# 02-11-08, AN ORDINANCE REPEALING SECTIONS 200.120 AND 200.130 OF THE REVISED
MUNICIPAL CODES OF THE CITY OF NEW FRANKLIN, HOWARD COUNTY, MISSOURI, AND ENACTING
NEW SECTIONS 200.130 AND 200.130 OF THE REVISED MUNICIPAL CODES. Alderman McGee
seconded the motion.

5. Alderman Thompson moved to have the reading by title only of Resolution 02.11.08,
A RESOLUTION OF THE CITY OF NEW FRANKLIN, MISSOURI, STATING INTENT TO SEEK FUNDING
THROUGH THE SAFE ROUTES TO SCHOOL PROGRAM AND AUTHORIZING THE MAYOR TO PURSUE
ACTIVITIES IN AN ATTEMPT TO SECURE FUNDING. Alderman McGee seconded the motion.

6. Alderwoman Heilman moved to approve the transfer of $31,376.25 to make the 2005 semi-annual bond payment. Alderman Nowlin seconded the motion. Six voting aye. No nay votes. Motion carried.
7. After the City Clerk read an e-mail from Mr. Jerry James offering his resignation from the Police Department Board effective immediately, (dated January 31, 2008), Alderman Banks moved to accept the resignation. Alderman Nowlin seconded the motion. Six voting aye. No nay votes. Motion carried.
8. Mayor Frevert recommended that Mr. Duane Drane serve as Chair of the Police Department Board. Alderwoman Heilman moved to approve. Alderman McGee seconded the motion. Six voting aye. No nay votes. Motion carried.
9. Mayor Frevert recommended Mr. Gordon Peavler for the vacant position on the Police Department Board. Alderman John James moved to approve. Alderman Kerry Thompson seconded the motion. Six voting aye. No nay votes. Motion carried.
10. The City Clerk administered the Oath of Office to Mr. Peavler.
11. Mayor Frevert asked the Board to consider posting "Children At Play" signs at all entrances to the city, (S Highway 5, N Highway 5, and Route P). Alderman Thompson advised that it would be doubtful that MoDOT would approve placing signs on State Route 5. A sign inside the city limits on East Broadway facing west bound traffic would only need Board of Aldermen approval.
12. Alderman McGee moved to approve the removal of one police department parking space and the city services parking space in front of City Hall on East Broadway. Alderman James seconded the motion. Six voting aye. No nay votes. Motion carried.
13. Mayor Frevert asked board members to consider holding Board of Aldermen meetings once a month rather than twice a month. Discussion included public acceptance, city clerk work load changes, adjusting aldermen's salaries, and paying bills. Postponed without further discussion.
14. Mayor Frevert explained that a formal complaint "form 2000" has
been developed. Any and all complaints by citizens must be filed on form 2000,
and presented to the City Administrator. The City Administrator will review
the complaint with the City Attorney; and jointly they will decide what action,
if any, will be taken.
15. Alderman McGee moved to adjourn. Alderman Thompson seconded the motion.
Six voting aye. No nay votes. Motion carried.
