BOARD OF ALDERMEN MEETING MINUTES

MARCH 10, 2008

The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C. Frank Frevert on Monday, March 10, 2008 at 7:00 p.m. at 132 East Broadway, New Franklin, Missouri. Present were as follows:

Alderman Walter Banks moved to approve the Minutes of February 25, 2008. Alderman Thompson seconded the motion. Six voting aye. No nay votes. Motion Carried.

Alderman Banks moved to approve the Bills of March 10, 2008. Alderman McGee seconded the motion. Six voting aye. No nay votes. Motion carried.

Alderman Thompson moved to have the reading by title only of Resolution 02-11-08, A RESOLUTION OF THE CITY OF NEW FRANKLIN, MISSOURI AUTHORIZING THE CITY SERVICES DIRECTOR, ROBBEY HARVEY, TO PARTICIPATE AS A REPRESENTATIVE OF THE CITY OF NEW FRANKLIN, MISSOURI, WITH OTHER INTERESTED MUNICIPALITIES AND WATER SUPPLY DISTRICTS IN PREPARING A JOINT CONTRACT TO ESTABLISH A GOVERNMENTAL ENTITY KNOWN AS A JOINT MUNICIPAL UTILITY COMMISSION, AND TO PARTICIPATE IN THE COSTS OF DEVELOPMENT OF THAT CONTRACT IN PROPORTION TO THE NUMBER OF WATER USERS OF THE CITY OF NEW FRANKLIN VERSUS THE TOTAL NUMBER OF WATER USERS TO BE PART OF THE COMMISSION. Alderman James seconded the motion.

Alderman Nowlin moved to adopt resolution 02-11-08, Alderman Banks seconded.

Mayor Frevert asked board members if they had had any feedback from citizens concerning the proposal of having only one board meeting per month. Alderman Banks expressed the concern that we would be “out of touch” with what is going on in the city by only meeting every four weeks. No other board members had heard any comments from citizens either way. The Mayor proposed that we postpone the decision until after the April elections giving more time to confer with constituents. All board members agreed, no action taken.

Alderman Banks moved to approve the transfer of $6,721.57 for the Mo Finance Board Loan Payment. Alderman Nowlin seconded. Six voting aye. No nay votes. Motion carried.

Alderman Heilman reported that there have been complaints in Ward I of several stray cats in the Market/Chancellor street areas. The cats have destroyed a screened in porch of one resident. Mayor Frevert will contact Bill Jenks and have him set traps to try to catch the cats and have them removed.

Alderman James brought up the letter that was in our packet from the Chitwoods concerning the ditches on Stagecoach Road. He was informed that the letter was written over a year ago and that the issue had been discussed with them recently and they are satisfied with what was to be done.

Mayor Frevert announced that the City Wide Garage Sale was to be held April 5th. Alderman Heilman stated that she had talked to Kelly Rackley on Sunday and Kelly said that the sale would need to be moved to a later date as April was just too soon. Kelly will be contacted to get the correct date.

City Services Director Robbey Harvey reported that the ditch project at Stagecoach Road had begun and over 300 feet had been done. There is a problem with the Bill Hill property and we will probably need to replace his driveway. Director Harvey asked the board if the culverts should have ends put on them. Alderman Thompson stated that the state does put on ends but that it is not really needed. Director Harvey stated that he will be gone the week of March 17th and that the city would be getting help from prisoners. They will work on getting the brush dump site at the city services building in shape. The Park Dump site will only be open for a couple of weeks more and then a gate will be put up to stop the dumping. The gate will be permanent.

Officer Glandon announced that March 11, 2008 the city will take part in the Statewide Tornado Drill at 1:30.

Alderman Thompson reported on the Santa Fe Trail Days committee meeting that was held on March 5th. The committee is looking into purchasing six tables for the concession stand rather than having to try to find some each year. Also, it was requested that if any citizens had any ideas for the celebration they were welcome to attend the meetings. Volunteers are also always welcome.

Alderman McGee moved to adjourn to closed session. Alderman Nowlin seconded.
