ZONING CHANGES AS A RESULT OF RECODIFICATION OF MUNICIPAL ORDINANCES
The public hearing to consider the zoning code changes was called at 6:45 pm by Mayor C Frank Frevert Monday December 13, 2010 at 132 East Broadway, New Franklin, Missouri. With no comments by the public, the public hearing was closed at 7:00 pm.
BOARD OF ALDERMEN MEETING MINUTES
DECEMBER 13, 2010
The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert Monday December 13, 2010 at 7:00 pm at 132 East Broadway, New Franklin, MO. Present were as follows:

1. With no changes to the agenda, Mayor Frevert invited Cindy Jolly to address the Board. Mrs. Jolly gave an update of the Howard County Household Hazardous Waste grant application being prepared by the City of Fayette and requested New Franklin's participation and support.
2. Wayne Schlotzhauer asked board members to review the water contract presented to them by the Howard County Regional Water Commission. Mr. Schlotzhauer explained the estimated cost increase to New Franklin per 1000 gallons of water purchased based on this fiscal year's budget. He encouraged a gradual water rate increase to achieve the funds needed when the regional water treatment facility goes online in 3-5 years; and explained the cost of constructing a new water plant for only New Franklin would be much more costly per household than a regional plant. The Board agreed to review the contract and meet in a work session on December 27, 2010 at 6 pm in the Board Room.
3. Alderwoman Heilman moved to approve the Minutes of November 8, 2010. Alderman Thompson seconded the motion. Six voting aye. Motion carried.
4. Alderman Thornton moved to approve the Minutes of November 16, 2010. Alderman Banks seconded the motion. Six voting aye. Motion carried.
5. Alderwoman Heilman moved to approve the bills for December 13, 2010. Alderman McGee seconded the motion. Discussion: Two police department employees purchased boots through the department and will reimburse the city with payroll deduction. Six voting aye. Motion carried.
6. Alderwoman Heilman moved to have the reading of Resolution 12.13.2010, RESOLUTION IN SUPPORT OF HOWARD COUNTY HOUSEHOLD HAZARDOUS WASTE SITE GRANT APPLICATION. Alderman Thompson seconded the motion. Six voting aye. Motion carried.
7. After the reading of the Resolution, Alderman Banks moved to adopt Resolution 12.13.2010. Alderwoman Heilman seconded the motion. Six voting aye. Motion carried.
8. Alderwoman Heilman moved to have the first reading of Bill No. 11.08.10,
AN ORDINANCE ADOPTING AND ENACTING A NEW CODE OF ORDINANCES OF THE CITY OF NEW
FRANKLIN; ESTABLISHING THE SAME; PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES
NOT INCLUDED THEREIN, EXCEPT AS HEREIN EXPRESSLY PROVIDED; PROVIDING FOR THE
MANNER OF AMENDING SUCH CODE OF ORDINANCES; PROVIDING PENALTY FOR THE VIOLATION
THEREOF; AND PROVIDING WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE. by title
only. Alderman Thornton seconded the motion.

After the first reading, Alderman Thornton moved to approve the first reading
and have the second reading of Bill No. 11.08.10 by title only. Alderwoman Heilman
seconded the motion.

After the second reading, Alderman Banks moved to approve the second reading
and adopt Bill No. 11.08.10 into Ordinance #748. Alderman James seconded the

9. Alderwoman Heilman moved to renew the city's property and liability insurance for 2011 with MoPERM. Alderman Thornton seconded the motion. Six voting aye. Motion carried.
10. Alderman Thornton moved to renew for 2011 the current health insurance policy for employees. Alderwoman Heilman seconded the motion. Six voting aye. Motion carried.
11. Alderman Thompson moved to authorize the City Administrator to formally request at least 3 bids for 2 tires for the 1995 Chevrolet city services truck and to accept the lowest bid. Alderman McGee seconded the motion. Six voting aye. Motion carried.
12. Chief Wells received a letter from the City of Boonville concerning the gaming share planned for 2011 for his department. Chief Wells indicated he will attend Boonville's city council meeting to request the original amount shared of $25,000 annually and he will request a letter from R B Ford showing the recent purchase of a 2011 Crown Victoria, which was purchased using the gaming funds given to the9 New Franklin Police Department.
13. City Services Director Koenig reported there is no status report on the backhoe; and DNR will make a visit to the water treatment plant Thursday, December 16th.
14. Alderman McGee moved to adjourn to closed session pursuant to RSMo Chapter
610.021 (3) personnel. Alderman Thornton seconded the motion.
