BOARD OF ALDERMEN MEETING MINUTES
MONDAY, APRIL 11, 2011
The regular meeting of the New Franklin Board of Aldermen was called to order
by Mayor C Frank Frevert Monday April 11, 2011 at 7:30 PM at 132 E Broadway,
New Franklin, Missouri. Present were as follows:

1. After Roll Call and no changes to the agenda, Mayor Frevert called on Mr. Schlotzhauer and Mrs. Triplett.
2. Wayne Schlotzhauer and Robin Triplett presented to the Board the Water Purchase Contract between the City of New Franklin and the Regional Water Commission; asking the Board to approve the contract by ordinance. Mr. Schlotzhauer explained the Commission can go no further without signed contracts from all the members of the Commission (City of New Franklin, City of Fayette and Consolidated Public Water District #1 of Howard County). USDA has approved the contract. Without the signed contracts, the Commission cannot enter into an interim financing agreement with McLiney & Co. to pay for test wells and design. The cost for interim financing repayment would be approximately $36,000 a year (interest only) with New Franklin owing 18% of that amount. The City has been setting aside in a savings account $650.00 per month since the formation of the Commission in early 2008 to pay its share of Commission costs.
3. The Oath of Office was administered to the newly elected officials:

4. Alderman Thornton moved to approve the Minutes of March 14, 2011. Alderman McGee seconded the motion. Five voting aye. Motion carried.
5. Alderman Thompson moved to approve the Bills of April 14, 2011. Alderwoman Heilman seconded the motion. Five voting aye. Motion carried.
6. Alderman Thornton moved to have the first reading by title only of Bill
No. 04.11.11 AN ORDINANCE APPROVING AN ENGINEER'S REPORT, APPROVING THE ISSUANCE
OF REVENUE BONDS BY THE HOWARD COUNTY REGIONAL WATER COMMISSION AND APPROVING
THE EXECUTION OF A WATER CONTRACT. Seconded by Alderwoman Heilman.

Motion carried.
After the first reading Alderwoman Heilman moved to accept the first reading
and have the second reading by title only of Bill No. 04.11.11. Alderman James
seconded the motion.

After the second reading Alderwoman Heilman moved to accept the second reading
and adopt Bill No. 04.11.11 as Ordinance 751. Alderman Thornton seconded the
motion.

7. Alderman Thornton moved to have the first reading by title only of Bill
No. 04.11.11.02, AN ORDINANCE RENEWING AN EXISTING FRANCHISE AND GRANTING FOR
A PERIOD OF TWENTY (20) YEARS TO UNION ELECTRIC COMPANY D/B/A AMEREN MISSOURI,
A CORPORATION, ITS SUCCESSORS AND ASSIGNS, A NON-EXCLUSIVE FRANCHISE, RIGHT,
PERMISSION AND AUTHORITY TO CONSTRUCT, RECONSTRUCT, EXCAVATE FOR, PLACE, MAINTAIN,
OPERATE, AND USE ALL EQUIPMENT, FACILITIES, DEVICES, MATERIALS, APPARATUS OR
MEDIA INCLUDING BUT NOT LIMITED TO DUCTS, LINES, PIPES, HOSES, CABLES, CULVERTS,
TUBES, POLES, TOWERS, WIRES, CONDUITS, CONDUCTORS, MANHOLES, TRANSFORMERS, UNDERGROUND
VAULTS, SWITCHGEAR, CAPACITORS, RECEIVERS, AND TRANSMITTERS, WITH ALL NECESSARY
OR APPROPRIATE APPURTENANCES AND APPLIANCES IN CONNECTION THEREWITH, IN, ALONG,

McGee seconded the motion.

After the first reading, Alderwoman Heilman moved to accept the first reading
and have the second reading by title only of Bill No. 04.11.11.02. Alderman
James seconded the motion.

After the second reading, Alderman Thornton moved to accept the second reading
and adopt Bill No. 04.11.11.02 as Ordinance 752.

8. Alderman Thompson moved to have the first reading by title only of Bill
No. 04.11.11.03, AN ORDINANCE RENEWING AN EXISTING FRANCHISE AND GRANTING FOR

After the first reading Alderwoman Heilman moved to accept the first reading
and have the second reading by title only of Bill No. 04.11.11.03. Alderman
McGee seconded the motion.

After the second reading, Alderman Thornton moved to accept the second reading
and adopt Bill No., 04.11.11.03 as Ordinance 753.

9. Before the reading of Bill No. 04.11.11.04, Alderman Thompson called for discussion of the Bill, which would change S Union Street as a one way street from E Broadway to Sulphur Street to a one way street from E Broadway to Boyd Drive. Following discussion, there was no motion to read Bill No. 04.11.11.04.
10. The Board scheduled a meeting with Allstate Consultants on the sewer improvement project for April 25, 2011 at 7 pm. All neighboring landowners will be invited to the meeting at 7:30 pm.
11. Police Dept: Alderwoman Heilman moved to authorize the purchase of two new office chairs, one for the City Collector and one for the Chief of Police, at approximately $100 each. Alderman Thornton seconded the motion. Five voting aye. Motion carried.
12. Police Dept: Alderman Thornton moved to authorize a $1000 contribution to the Mid Missouri Drug Task Force. Alderman James seconded the motion. Five voting aye. Motion carried.
13. City Services: City Services employees will be reminded to call Central Dispatch to gain permission to do a controlled burn of yard waste.
14. Alderman McGee moved to adjourn to closed session. Alderman Thornton seconded
the motion.
