BOARD OF ALDERMEN MEETING MINUTES
MONDAY, MAY 9, 2011

The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert Monday May 9, 2011 at 7:00 PM at 132 E Broadway, New Franklin, Missouri. Present were as follows:

1. Alderman Water L Banks was administered the Oath of Office as Alderman for Ward III by the City Clerk.

2. Public Participation: Michael Denehey aksed the Board for a one day picnic license to sell beer between the hours of Noon and 8 pm Saturday May 28, 2011 at Katy Roundhouse and Campground.

Alderwoman Heilman so moved. Alderman Thompson seconded the motion. Six voting aye. Motion carried.

3. Alderman Thornton moved to approve the Minutes of April 11, 2011. Alderman Banks seconded the motion. Six voting aye. Motion carried.

4. Alderman Thompson moved to approve the Bills for May 9, 2011. Alderman McGee seconded the motion. Six voting aye. Motion carried.

5. Alderman Thornton moved to approve the appointments of Eric Gerding, Emily Gerding and Karen Schumaker to the Park Committee as recommended by Mayor Frevert. Alderwoman Heilman seconded the motion. Six voting aye. Motion carried.

6. Alderwoman Heilman moved to appoint City Administrator Cunningham to the Mid Missouri Solid Waste Management District Board. Alderman McGee seconded the motion. Six voting aye. Motion carried.

7. Alderman Thornton moved to Adopt a Trail Head, specifically mile marker 189 for $300.00. Alderman James seconded the motion. Six voting aye. Motion carried.

8. City Services employees asked the Board to consider purchasing new voting booths, and to recycle the old metal ones. City Services' has recycled metal and brass earning $469.00 to date. The Board agreed to consider the request during budget work sessions.

9. The City Administrator advised the Board that USDA Administrator from Washington D.C. and Governor Jay Nixon will be visiting the site of the Howard County Regional Water District water treatment facility on May 20th.

10. The city of Centralia has offered to give our Board and interested land owners a tour of their wastewater water treatment facility which uses the land application process to dispose of wastewater. Board members thought it would be a good idea when Allstate Consultants has developed a proposal for specific land application sites.

11. Alderman Banks moved to approve the day rates for the swim park for the 2011 season of $3.50 for adults and $2.50 for children. Alderman James seconded the motion. Six voting aye. Motion carried.

12. Alderman Thompson said he would measure Merchant Street and Edward Street for the request for bids for overlay.

13. The Board asked the City Administrator to contact MoDOT that only 8 feet of the east side of the parkway was seeded with grass, and the contractor agreed to seed east of the parkway all the way to the tree line; also 8 - 10 of the dogwood trees planted on the parkway need to be replaced. They did not survive the winter.

14. After presenting three John Deere options to replace the John Deere, walk behind mower, the board asked the City Services Director to get costs on other brands of mowers.

15. Alderman Thornton moved to authorize Flynn Well Drilling to replace the well pump at well #1 on Co Rd 345 and clean the well line. Alderman Thompson seconded the motion. Six voting aye. Motion carried.

16. Police Chief Wells said he had no applicants for officer that he wished to present to the Board for interview.

17. Alderman McGee moved to adjourn to closed session. Alderman Thornton seconded the motion.
