BOARD OF ALDERMEN MEETING MINUTES
JUNE 13, 2011
The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert Monday June 13, 2011 at 7:00 pm at 132 East Broadway New Franklin, Missouri. Present were as follows:

1. Alderwoman Heilman approved the amended agenda, which included FY 2011 year
end budget adjustments and Energize Missouri Schools and Local Government Loan
Program. Alderman Thompson seconded the motion. Six voting aye. Motion carried.
2. Alderman Banks moved to approve the Minutes of May 9, 2011. Alderwoman Heilman
seconded the motion. Six voting aye. Motion carried.
3. Alderman Thornton moved to approve the Bills for June 13, 2011. Alderman
James seconded the motion. Six voting aye. Motion carried.
4. The board and chair of the monument ad hoc committee rated the two engineering
firms' qualifications submitted for the Enhance Project. The clerk will total
the ratings and report to the board at a special meeting June 20, 2011.
5. Allstate Consultants asked the Board to consider reimbursement for work done
since the submission of the Preliminary Engineering Report for sewer improvements.
The Board requested an itemized invoice before making a decision.
6. Alderwoman Heilman moved to approve the request by the City Clerk for Records
Destruction. Alderman Thornton seconded the motion. Six voting aye. Motion carried.
7. Alderwoman Heilman moved to approve the Mayor's appointment of Claude McCormick
to the Zoning Committee. Alderman McGee seconded the motion. Six voting aye.
Motion carried.
8. Alderwoman Heilman moved to approve the transfer of funds from depreciation
savings to general fund to pay Flynn Well Drilling invoice for $6937.08. Alderman
Thornton seconded the motion. Six voting aye. Motion carried.
9. Alderman Thornton moved to authorize the City Administrator to purchase a
new printer for her office up to $200.00. Alderman Banks seconded the motion.
Six voting aye. Motion carried.
10. Alderman Thornton moved to authorize the City Clerk to adjust the FY 2011
budget expenses by $76,414 to accurately reflect actual expenses. Alderman Thompson
seconded the motion. Six voting aye. Motion carried.
11. Bee Seen Signs is preparing estimates for repairing 3 or all six of the
information island kiosks.
12. An FY 2012 budget work session will be held June 20 at 6 pm.
13. The Board authorized the City Administrator to proceed with preparing invitation
to bid on overlaying Edwards Street from Broadway to it's dead end; and Merchant
Street from Pearl Street to Edwards Street.
14. Alderman James asked why the dogwood trees that did not survive the winter
along the parkway have not been replaced and why potholes still have not been
filled. The City Administrator agreed to contact MoDOT about the trees and cold
mix would be purchased on Tuesday for potholes.
15. It was discussed and noted that Mr. Kevin Redden has not paid the invoice
for work done on S Union Street last year nor has he restored the flood buyout
lots he no longer leases to their original condition. Mayor Frevert said the
city could deny any permits and his business license renewal when it comes due
until he pays the bill he owes.
16. The board authorized the City Administrator to pursue the Energize Missouri
DNR loan to see if the city qualifies.
17. Jeff Koenig advised the Board extra chemicals have been purchased for the
water treatment plant in the event of flood; and DNR did a chlorine demand test
on the well at the treatment plant to determine chemicals needed to put the
well into operation in the event the well on County Road 345 is inoperable.
Smoke testing of the sewer mains will be done the second week of July with the
assistance of the Missouri Rural Water Association.
18. Jeff advised the Board there are no working backup pumps at either the lagoon
or the water treatment plant. After discussion of whether to purchase new pumps
or rebuild nonworking spares Alderman Thornton moved to refurbish a submersible
pump for the lagoon for $1230.00 and rebuild a high service pump for the water
treatment plant for $1800.00. Alderman James seconded the motion. Six voting
aye. Motion carried.
19. Jeff said the potholes and damages at the community building at the city
park are extensive. He asked the Board to consider pouring thicker asphalt or
install a concrete pad.
20. Jeff reported the new well pump is producing 220 gallons per minutes as
opposed to the previous 100 gallons per minutes. 220 per minute is more than
adequate.
21. Concerning the watering of the grass at the parkway and the increase number
of flowers around town, Jeff suggested a 500 gallon water tank with a 2"
trash pump; or soaker hoses, or install water lines.
22. Jeff's estimates for a new zero turn mower will be discussed more during
budget meetings.
23. Chief of Police Wells reported Trails West Trailer Park is 90% cleaned by
the owner. The cars that are still on the property have current license plates.
24. Concerning the potential for flooding, the Chief is working on finding a
generator large enough to run the water plant. A staging area, if needed, for
filling sandbags has been established at the Fire Station. Bottled water for
volunteers is being arranged through the Red Cross.
25. The Board recommended getting another pallet of sand bags and 2-3 more loads
of sand; and rolls of plastic. They also recommended getting sand from the Boonville
Ready Mix and to ask if it would be returned if not used.
26. The Board was advised the Corp of Engineers holds a conference call each
day at 5 pm with flood updates.
27. Alderman McGee moved to adjourn to closed session - real estate and personnel.
Alderman Thornton seconded the motion.
