BOARD OF ALDERMEN MEETING MINUTES
SPECIAL MEETING JULY 20, 2011

The special meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert Wednesday July 20, 2011 at 6:20 pm (scheduled for 5:30 pm, but circumstances beyond the Board's control made the board room unavailable until 6:25 pm). Present were as follows:

Absent: Alderwoman Ward I Carolyn Heilman, Alderman Ward I Jerry B Thornton

1. City Administrator Cunningham read the names of the Engineers and Architects that submitted their Statements of Qualifications for the MoDOT Enhancement Project STP-9900(247); and the dates of their arrival.

2. Alderman Thompson moved to disallow the SOQ from Trumpet Land Services of Fenton, MO on the grounds it arrived on July 20, 2011, one day after the deadline as posted by MoDOT on their official LPA website. Alderman McGee seconded the motion.
Aye: Thompson, McGee, James
Nay: Banks
Motion carried.

3. Steve Schultz gave a brief commentary on SKW's SOQ. After discussions of the various engineering firms' qualifications, Mr. Schultz excused himself from the meeting.

4. After review of all the documents, the firms were rated using the form provided by MoDOT. Totals indicated the following ratings with the firm with the most points listed first:
1. Shafer Kline and Warren
2. Trabue, Hansen and Hinshaw
3. Crockett Engineering
4. MECO Engineering (tied with Rhodes)
4. Rhodes Engineering (tied with MECO)
6. Trekk Design Group
7. Renner Howell Architect

5. MoDOT will be notified on July 21, 2011 of the selection of SKW and Mr. Schultz will be contacted so the contracted can be drafted as signed by the Mayor as soon as possible.

6. Alderman James moved to adjourn. Alderman McGee seconded the motion. Four voting aye. Meeting adjourned at 7:50 pm.
