The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert Monday September 12, 2011 at 7:00 pm at 132 East Broadway New Franklin, Missouri. Present were as follows:
Mayor C Frank Frevert
Alderwoman Ward I Carolyn Heilman
Alderman Ward I Jerry B Thornton
Alderman Ward II Kerry Thompson
Alderman Ward III Walter L Banks
Alderman Ward III Michael McGee
Chief of Police David E Wells
City Services Director Jeff Koenig
Barbara Maupin, Santa Fe Trail Days Committee
Absent: Alderman Ward II John James, City Attorney Gregory P Robinson, City
Administrator/City Clerk Patricia Cunningham
1. Mayor Frevert added to the agenda a request from Barbara Maupin, Chair of the Santa Fe Trail Days Committee.
2. Mrs. Maupin said Station #2 Fire Department wanted to put the new fire truck on display and the only way to do that would be put it on S Howard Street, which would close the street from E Broadway to E Merchant Street. After discussion, it was agreed the fire truck would be set wherever possible to cause the least congestion at the east end of downtown. If it would have to be moved, it could be.
3. Alderman Thornton moved to approve the Minutes of August 8, 2011. Alderman Banks seconded the motion. Five voting aye. No nay votes. Motion carried.
4. Alderman Thompson moved to approve the Minutes of August 22, 2011. Alderman McGee seconded the motion. Five voting aye. No nay votes. Motion carried.
5. Alderman McGee moved to approve the bills for September 12, 2011. Alderman Thornton seconded the motion. Five voting aye. No nay votes. Motion carried.
6. Alderman Thompson moved to postpone the reading of Bill No. 9-12-11 repealing
S Union as a one way street, until arrangement can be made with MoDOT to install
a stop sign at S Union and W Broadway. Alderman Thornton seconded the motion.
Aye: Thompson, Thornton, Heilman, Banks, McGee
Nay: None
Motion carried.
7. Alderman Thompson expressed his dissatisfaction with the street overlay done by Christianson Construction of Kingdom City, MO. The milling at Edward St and E Broadway was not done correctly which will create a blockage of storm water flow on E Broadway.
City Services will fill at driveways and alleys with gravel where the overlay has an unusually high drop off.
8. Alderman McGee complimented City Services for the work done on Stagecoach Road potholes using waste rock.
9. Police Department had nothing to report.
10. Alderman Thornton moved to authorize the purchase of a new aerator blower at the water treatment plant for $563.50. Alderman McGee seconded the motion. Five voting aye. No nay votes. Motion carried.
11. Mr. Koenig told the Board he will work on streets and is preparing a list of future projects. Mr. Koenig asked if the old jail on display at the city park should be painted. The board said no.
12. Alderman Thompson asked Mr. Koenig to address with staff a schedule of routine mowing, specifically the parkway and to remind staff to keep streets and the parkway clean of any debris and dead animals.
13. Alderman McGee moved to adjourn. Alderman Thornton seconded the motion. Five voting aye. No nay votes. Motion carried. Meeting adjourned.
