1. The board members discussed in detail with Mr. Sayre the location options and financing options for land application of wastewater for the sewer improvement project.
2. The city attorney will review the sample land application agreements done by Allstate Consultants. After his approval, copies will be forwarded to all interested land owners to review.
3. Mr. Sayre assured the Board he and his staff will work closely with USDA for funding. USDA is forwarding an application packet to the city administrator.
4. Mr. Sayre asked for a copy of the smoke testing report when City Services has completed the testing.
5. The Mayor closed the work session at 6:52 pm.
BOARD OF ALDERMEN MEETING MINUTES
OCTOBER 11, 2011
The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert Tuesday, October 11, 2011 at 132 E Broadway, New Franklin Missouri at 7:03 pm. Present were as follows:

1. Alderwoman Heilman moved to approve the agenda. Alderman Thornton seconded the motion. Four voting aye. Motion carried.
2. Public Participation - Ryan and Leslie Lyons presented to the board water usage comparisons between their current New Franklin residence and their previous county residence, and asked the board to look into the high usage and consider a refund of over payments. A new meter was installed in June of this year and since that time, Mr. & Mrs. Lyons' state their water bill has decreased an average of $84.00.
3. Alderman Thornton moved to approve the Minutes of September 12, 2011. Alderwoman Heilman seconded the motion. Four voting aye. Motion carried.
4. Alderman James moved to approve the Minutes of September 26, 2011. Alderman Thompson seconded the motion. Four voting aye. Motion carried.
5. Alderman Thompson moved to approve the bills for October 11, 2011. Alderman Thornton seconded the motion. Four voting aye. Motion carried.
6. Alderman James opened discussion of Mr and Mrs Lyons's request. The board agreed that old meter, which was labeled and kept at City Hall will be tested for accuracy by the City of Columbia testing department and the report reviewed at the next Board meeting.
7. Zach Simpson introduced himself to the Board and indicated his interest in becoming more involved with the city. Mayor Frevert welcomed Mr. Simpson and commended him for his desire to be of service.
8. Alderwoman Heilman moved to have the first reading by title only of Bill 09.12.11, AN ORDINANCE REPEALING SCHEDULE IV: ONE-WAY STREETS OF CHAPTER 385 OF THE REVISED MUNICIPAL CODES OF THE CITY OF NEW FRANKLIN, MISSOURI. Alderman Thornton seconded the motion.

Motion carried.
After the first reading, Alderman Thornton moved to accept the first reading and have the second reading by title only of bill 09.12.11. Alderwoman Heilman seconded the motion.

After the second reading, Alderwoman Heilman moved to accept the second reading and adopt Bill 09.12.11 as Ordinance 756. Alderman James seconded the motion.

9. Alderman Thornton moved approve the transfer of funds $24,380.88 for the cost of the Edwards Street and Merchant Street overlay project. Alderwoman Heilman seconded the motion. Discussion: Alderman Thompson asked that a letter be included with payment expressing the Board's displeasure with the milling that was not done on Broadway and Edwards and the irregularity of the edges of the overlay, especially on E Merchant Street.
Alderman Thornton moved to amend his motion to authorize the transfer of funds and to include the letter with payment to Christensen Construction as requested by Alderman Thomson. Alderwoman Heilman seconded the motion. Four voting aye. Motion carried.
10. Alderwoman Heilman moved to approve the transfer of funds $1879.58 for water plant equipment. Alderman James seconded the motion. Four voting aye. Motion carried.
11. Alderman Thornton moved to approve the transfer of funds $727.98 for radar equipment for the police department. Alderwoman Heilman seconded the motion. Four voting aye. Motion carried.
12. Alderwoman Heilman moved to authorize Allstate Consultants to proceed with land application Option #3. Alderman Thompson seconded the motion. Four voting aye. Motion carried.
13. City Services - Smoke testing of sewer lines will be done this week.
Pearl St - water runs over low sidewalk and into the basement door of a private
residence during heavy rains. Mr. Oliver Beaman, owner of the property has agreed
to pay for the concrete to take out and elevate the sidewalk where it is low,
if the city would perform the labor. Mr. Beaman contends the problem began after
the new curbs and storm drop boxes were installed on Pearl Street a few years
ago.
Alderman Thompson moved to replace the sidewalk as proposed with Mr. Beaman
furnishing all the necessary supplies (concrete, gravel, etc.) and the labor
will be provided by city services. Alderman Thornton seconded the motion. Four
voting aye. Motion carried.
Vandals set off the fire extinguisher at the community building. The building
and
all it's contents have been cleaned. Mr. Koenig asked the Board to consider
needed repairs to the community building including fascia boards, power washing
and painting. Mayor Frevert agreed to ask the Lions Club to consider paying
for any or all of the supplies.
14. The city administrator was instructed to get estimates on replacing the ceiling in city hall after a portion of the ceiling over the city collector's office fell last week.
15. Alderman Thornton moved to adjourn. Alderwoman Heilman seconded the motion.
Four voting aye. Motion carried.
